「察」には「よく調べる」のほか「考える」「推測する」という意味も含まれます。
ですので、この言葉は2つの解釈をすることができます。
1. 得られた功績と過失を振り返って次に生かす
2. 事前に功績や過失を予想して、過失を未然に防ぐ対策を立てる
